In fairness, McGonagall is prone to exaggeration. She does the same
thing after she catches Harry flying unsupervised in PS ('Never in
all my time at Hogwarts '), and in OotP after the fisticuffs incident
('I have never seen such a disgraceful exhibition')
She uses another 'never'sentence in the scene you're talking about,
even.(I've never been more ashamed of Gryffindor students.)
I think really hyperbole is just Minerva's way when she's angry.
