In fairness, McGonagall is prone to exaggeration. She does the same
thing after she catches Harry flying unsupervised in PS ('Never – in
all my time at Hogwarts –'), and in OotP after the fisticuffs incident
('I have never seen such a disgraceful exhibition')

She uses another 'never'sentence in the scene you're talking about,
even.(I've never been more ashamed of Gryffindor students.)

I think really hyperbole is just Minerva's way when she's angry.
