Crouch!Moody and the Goblet of Fire -- why so complicated?

I've always wondered - why did Fake!Moody *insist* Harry learn how to
fight off Imperio?  At first I thought, 'well maybe he wanted to see
how powerful Harry was'.  That's fine, but why ensure Harry gets
*stronger*?    Doesn't that make Voldy's job harder?

Just another inconsistency that JKR will never answer.
