Great post, Steve! I agree that there are active and passive Voldemort
supporters, and I do think there is a 'special' inner-circle. But I do
recall that when we were trying to puzzle out the strange '30:1' ratio
it came up whether the ratio was for supporters or for Death Eaters
and it was confirmed that JKR used the term Death Eaters.

I don't think we should base much speculation on that ratio - it does
seem too high.
