I'm not sure what you mean?  Draco is pointing his wand at Dumbledore the 
whole time. A moment where he's going to kill and finds himself incapable 
would be something Harry/narrator could see, just as he sees so many other 
signs of Draco's conflict. I don't have the scene in front of me, but I 
can't believe I've forgotten that important a moment (for Draco as well as 
Dumbledore, whom I remember being steady throughout). It wouldn't be a 
moment where maybe we can imagine it happening somewhere in our minds. I 
think we'd actually probably get Dumbledore calling attention to it as well.

Magpie:
Draco comes to the Tower knowing that he has to kill Dumbledore or die. But 
I don't see how one can say he's possibly actually ready to kill him, 
because not only does he not kill him, he never tries to kill him, and 
never, to my recollection, is even ever ready to try to kill him. Dumbledore 
keeps reminding him--hey, aren't you supposed to be killing me?  And Draco 
just keeps doing other things besides killing him.
