I think that putting Malfoy Manor under a Fidelius Charm so that it 
could no longer be located would only make Lucius look guiltier!  I 
mean, Lucius himself would still be out & about in the WW, right?  
How would he explain to Ministry officials why they could no longer 
find his home without appearing, all the more, that he is hiding 
things?  

Nah, better to just find new hiding places for the incriminating 
stuff, in my view.
