Lupin and Wolfsbane potion

Isn't it VERY unusual that Lupin has *not* mastered the Wolfsbane 
potion?  Okay, even if it's very complicated and requires a lot of 
hard to find ingredients, what else does Lupin have to do?  He barely 
works because of his condition.  The Order didn't re-form until 
recently.  Seems to me like he might have had some spare time on his 
hands.  I would think that he would make learning to brew Wolfsbane 
his primary goal.  The man has had OVER 20 YEARS to learn how to make 
it!  We're seriously supposed to believe that in all that time, he 
could not have learned???  For crying out loud, Hermione learned how 
to make Polyjuice Potion at 12 years old, and that's also described as 
immensely complicated!

I don't think he's ESE!, but this particular aspect of his story 
requires a little suspension-of-belief for me.
