It is probably depending on the spelcaster. If someone is really good
at nonverbal spells it will be the same, if someone is not, it will be
weaker.

Well, Dolohov up til that moment used verbal spells, so we may assume
nonverbals are not his strongest point. So yes, I guess the spell was
weaker because he could not speak the words.
