Just a canon clarification: The Dursley's don't take Dudley in for 
surgery until a month has gone by.

"Harry's last month with the Dursley's wasn't fun." [SS paperback 
p.88]

"All right, we'll take you to King's Cross.  We're going to London 
tomorrow anyway, or I wouldn't bother."
[...]
"Got to have that ruddy tail removed before he goes to Smeltings." 
[ibid p. 90]

I think the Dursley's wait long enough to see if the curse on their 
son will wear off naturally.  As to hiding it...  Impossible, I 
would think, in a boarding school.
