Sarah says:
I believe in this quote she was referring to the green liquid in the
cave that Dumbledore drank.  Somehow, that potion made him face his
greatest fear.  Even before she said that, I heard people referring to
it as a liquid boggart.

As for what it means?  The best I can get out of it is a fear of harming
his charges.  Or of having harm come to them because of something he
did.
