Yes, you're right. And remember in GoF, when Draco says on the train
that his father wanted him to go to Durmstrang, but didn't send him
there because his mother didn't want him to be far away from her.
The fact that Draco was sent to Hogwarts instead of Durmstrang shows
that Lucius respects Narcissa's wishes, when their son in concerned,
at least.
