This is pretty much the way I read this scene too. The Dursleys had made 
Harry as miserable as they could while living under their roof and DD was just 
giving some of it back to them. They were obviously terrified of having DD there, 
and most certainly uncomfortable so DD used it to give them a little payback. 
I thought it was hilarious, so much so I laughed out loud, and I saw nothing 
remotely sinister about it. If he had cracked their skulls open it wouldn't 
have been half what they deserved.
