Of course they were all dead in 1997. Dumbledore had been Headmaster
for some 40 years by that time. Continuing with Kemper's Supreme
Court analogy, most Heads probably do leave office horizontally. But
that doesn't mean there has *never* been a Head who retired, in which
case there would be a portrait on the wall while its subject was still
alive.
