In HBP, he tells Ron, Hermione, Arthur, McGonagall and Dumbledore about
his suspicions. Ron and Hermione at one point are pretending not to
hear him when he starts bringing Draco up. McGonagall ends their
interview and pointedly indicates that he should leave her office.
Dumbledore brushes him off brisquely (I agree with you, Dumbledore knew
he was on limited time and wanted to get everything as settled as
possible). The only person who listens to him is Arthur, but nothing
is turned up at Malfoy Manor.
IIRC, and I've had a headache for two weeks so I might not be
remembering right, Harry has been encouraged to go to adults in at
least two of the books. And, he has been encouraged by Hermione to do
so before HBP. There may be instances I'm forgetting.
