Ceridwen:
I'm leaning in the direction of the members acting as an equal 
coalition, with each member stepping up to direct whenever his or her 
speciality is needed.  I think I read this, or a version of it, on Red 
Hen, and it seemed reasonable to me.  Who could take Dumbledore's place?
