My mistake.  He does answer Bella's charges first.  But

"Bellatrix stilled looked unhappy, though she appeared unsure how best
to attack Snape next."

He needs to hammer his point home.  I still think he cut Narcissa off
with an accusation of disloyalty because it appeared to him the only
safe course of action at that moment.
