Tonks:
I was under the impression that just as you can not apparate out of 
Hogwarts you also can not transport out via a portkey either. The 
only reason the goblet portkey worked was because DD had make it 
into one that would have transported the winner out of the mass. I 
assume that because DD lowered the defenses to allow for that one 
object to be a portkey that this was the only object that 
Crouch/Moody could use. And he just changed the location of 
transport, which for some reason bypassed any defense system that 
should have been in place to prevent a change of location. 

I could be wrong, but that is my take on it.
