  I've always been curious about this, too.  My immediate reaction was that there was some sort of molestation involved, but considering that Tom was only 10 years old at the time, that seems unlikely.  He may have simply loved the thrill and the power of terrorizing those poor kids, but I still think there's more to it.  Hopefully we'll find out in the final book!
