Exodusts:
In theory, but not in law. Unfortunately, unlike the ECHR in
the UK, the Universal Declaration is not legally binding. It has no
signatories and is not part of international law. It could do nothing
prevent Umbridge from issuing laws that deprive werewolves of their
basic human rights, whereas the ECHR might, for education at least.
