Why wasnt Harry sent to either a lightsided wizarding family or a muggle fam

We don't know for sure, but it does seem to extend at least to their 
front yard.  Uncle Vernon tries to strangle Harry through the window 
and suffers some type of electric shock that stops him.  I suppose 
this could have been unintentionally generated by Harry himself, but 
then we would have had the Ministry swooping down on him.  

I've asked many times, and never receieved a satisfactory answer - 
if this excellent protection is ONLY in effect while Harry is in 
that house, why is he not told to STAY IN THE STUPID HOUSE after the 
graveyard in GoF?  Voldemort arises from a cauldron, and then a 
month later Harry's out wandering around his neighborhood alone at 
night, with nobody but a useless idiot and a squib following him?  
It makes no sense!!  Dumbledore could have told him to stay indoors 
as much as possible until someone comes for him.  Only AFTER the 
Dementor attack does someone finally tell Harry not to leave the 
house.  Well done, Order of the Phoenix.  You guys are just as on 
the ball as the Death Eaters.
