  I think it's true. At least we have evidence that it was so half a century ago. Tom Riddle replied to Slughorn, when the latter predicted Tom good job at the Ministry, that he didn't have right family background (forgive me for not provideing an accurate quotation, don't have an English variant of HBP). And Riddle was the brightest student of Hogwards, got a special reward for sevices for school and still couldn't count on making a good career because of being (presumably) muggle-born!
