I totally agree with you. Dolores certainly did not get what she deserved at the end of Order of the Phoenix. Prof. McGonagall nearly died because of her and ended up on crutches. Well, it seems that we'll have to see what happens in the next and last book about the fate (if any) of Dolores Umbridge.
