I agree that it was out of character for Hermione to tear a
page out of a book like she apparently did. However, do we
actually know that it was a Library books she tore the page
from. It could have been her own copy of "Fantastic
Beasts...".
Also, keep in mind that for a muggle to tear a page from
a library books or from a newspaper archive would be a
terrible thing, because it could not be easily repaired.
However, things like this can easily be repaired by magic.
One could speculate that in her haste, Hermione tore the
page so she could immediately show it to Harry, but with
the intention of returning to the library and restoring
the book with a 'Repairo' spell.
So, again, tearing a book is very much out of character
for Hermione, but it is also something she could put right,
she could easily restore the book to 'good as new' at a
later time.
