If the Head Boy and Head Girl are selected the same as the Prefects were  
then Harry, Ron and Hermione will be up for the positions; they just might not  
accept them.  Example:  Hermione could get her letter saying she is  going to 
be Head Girl.  If she returns to school the position is hers, but  if she 
decides to go with Harry then someone else will get the position.   At this point 
in time none of the school administration is aware of the trio's  plans so 
there is no reason for them to not be considered.
 
Hermione should be a definite for Head Girl.  I think Harry's biggest  
competition for Head Boy was Draco and he certainly won't be back.
