Her jealousy speaks to me of Slytherin- ambition to get what others have. A 
trait Voldermort himself had, only he stole and manipulated people to get 
what they had, and Petunia just got bitter when she couldn't get it. Her 
attitude towards "others" not like her also speaks of Slytherin, and 
something tells me that if she were a witch, that snobbery would have been 
directed at Muggles instead, but the attitude would have been the same.
