  I just read this. It was that it has been stated 'that Petunia was Harry's only living relative and the only living person having a blood relationship to his mother who could act as his guardian'.
  What I picked up on is the wording that she was the only living blood relation to Lily who COULD act as guardian. So that indicates to me that there was someone out there who was less able or less desirable to do the job. This could be anyone who has already been discussed from Voldemort himself, to Dumbledore who already had many responsibilties, to the financially stressed Weasleys.
  Any more thoughts here?
