Yes, but a Hogwarts letter telling her she is magical would have happened about 25 years ago. We know that at LEAST her last letter from Dumbledore was the letter that was left with Baby!Harry on the Dursleys' doorstep, about 15 (?) years ago, which is about 10 years more recent than one inviting Petunia to Hogwarts.
