I do agree that Dudley is related to witches.  But does that in any way prove that he is a wizard? If he is a wizard it is too late for him to blow out his cover.

If he is a wizard, why didn't he join in Hogwarts?  Because his name was not listed in the book of 1st year students.

Think of it guys-is it of any help to Harry?  If you convince yourself that he is a wizard, he is totally untrained.
