But that's the same use of the word, isn't it?  The Blacks consider Ted a 
Muggle because he's Muggleborn--it's a slur.  Just as Draco refers to 
Hermione as a Muggle in GoF and Harry corrects him that Hermione's a witch. 
It seems like a use of the word that implies the person speaking is 
anti-Muggleborn.  I can't imagine JKR mixing up the two words to refer to 
Petunia.
