Given how Tom Riddle thought, and that he's the only one ever
to make more than one (according to Dumbledore) I think it's
fair to say that maybe more could have been made, but not in
the context of this story.  Seven parts was chosen by Voldemort
for a reason, and so for the sake of this story, that is all
there is to it.
