The Quaffle itself is enchanted so that it falls slowly 
rather than dropping like a stone. That allows time to 
recover the ball and put it back into play. I suspect,
after the goal or attempted goal, the Keeper or one of 
the other team members catches the ball out of bound, 
and throws it back in bound to a fellow play. Seem very
much like basketball or soccer to me. 

The ball can be captured because it falls slowly, then
it is just a matter of putting the ball back into play.
