It is right. Lucius was trying to discredit Arthur to make his own
life easier. He wasn't giving Ginny the diary for anything having
to do with Voldemort, he wanted the Chamber opened for strictly his
own reasons. (Reasons which in fact went against not only
Voldemort's wishes but which worked against his immortality and
helped the good side tremendously.) So a_svirn is absolutely right
to say Lucius planted the diary for reasons unrelated to Voldemort
(even if the 16-year-old memory of Voldemort got used) and even
unrelated to trying to get Harry killed.
