Harry forgot to tell Dumbledore that Draco kicked Trelawney out -
something that **may** have caused Dumbledore to do something about
Draco or not, so I am not sure about handling situation badly.
And his anger at Snape about **accident that happened long time
before** I consider to be a righteous anger at someone who took part
in his parents death, so if this anger is what prevented Dumbledore
from taking him seriously, than Dumbledore is even lesser man than I
think. IMO of course.
I think that what prevented Dumbledore from taking him seriously is
Dumbledore insistence that he knows better how to deal with Draco.
Ooops.
