IIRC, JKR made some excuse for this but it wasn't very convincing.

How about this one. Montague was moving back and forth between his 
broken cabinet *in* Hogwarts and the working cabinet *outside* of 
Hogwarts (in B&Bs). He started his apparition attempt while he was 
outside of Hogwarts and finished during transition inside of 
Hogwarts.

Besides, maybe it isn't really impossible to apparate inside of 
Hogwarts. Maybe apparating from inside Hogwarts means you always end 
up in the toilet, literally!!
