Lana:  I don't think it was proven, but she herself says that her parents were excited that there was a witch in the family.  Correct me if I am wrong, but isn't Petunia older than Lily?  If so, then her parents wouldn't have been so excited. 
If Petunia had powers, then she would have gone to a magical school as well.  Or at least gotten a letter from one.
  I don't think she is magical, but she has to know alot more than she lets on.  She lived in a house with a witch for how long.  Her parents always raving and James and Lily always talking..  So, she has to know more than she wants to admit.
