That testimony wasn't contradicted by anybody in a powerful wizarding
body. If it's anything like our courts, uncontradicted testimony
stands. I believe nobody contradicted Mr. Figg because they knew she
spoke the truth, unlike Idiot!Fudge, who just plain didn't want to
hear anything that might be favorable to Harry.

While a Squib may not be a wizard, they're  wizarding folk who can
live their lives in the magical world. Mrs. Figg doesn't, Argus Filch
does.  Heck, Mrs. Figg is in the Order of the Phoenix.
