Abergoat offers:

Dumbledore, OoP
"But she took you," Dumbledore cut across him. "She may have taken you
grudgingly, furiously, unwillingly, bitterly, yet still she took you,
and in doing so, she sealed the charm I placed upon you. "

'grudgingly, furiously, unwillingly, bitterly' sounds very similar to
force, although there is a fine distinction - clearly there was
choice. But that choice was compelled in some way. But WHY was she
able to be 'compelled', why did Petunia HAVE to take in Harry? I doubt
the reason does her much credit so I'm not sure I'll feel sorry for
her in the end. Vernon, as horrible as he is, probably deserves some.
I doubt his wife was completely truthful about her past when she
married him.
