But they didn't hand him over because he escaped when
Remus transformed... ...so I don't see how your comment fits in.
My point is that Harry didn't want Sirius and Remus to become murderers
by killing Wormtail; he felt that the Dementors were the right place for
him to end up. Perhaps in a scenario with Voldemort, the same might
be true. The authorities did at least begin to wake up and get the Death
Eaters out of the way at the end of OOTP.
