The way I understand it, Harry was left on the Dursley's door 
step with a letter to the Dursleys.  My concern is, unless the 
letter contained instructions for the Dursleys on how to do so,
how were they to contact Dumbledore if they did not want 
Harry?  Telephones don't work in the WW.  I don't recall reading
where theDursleys had an owl.  They knew of no wizards/witches 
in the area they could ask to contact Dumbledore for them.  And,
I don't think they could yell loud enough to be heard all the way to
Hogwarts.  Again, how were the Dursleys suppose to refuse 
caring for Harry?  I've always been under the impression they had
no choice in the matter other than turning Harry over to the RL 
authorities and, considering their fear of the WW, they didn't
want to cause too much trouble.
