Who is Harry's guardian?

Who, for the years 1-13, would provide the best place for Harry? Blood
protection is a major part of the equation, but add in what we see as
society's (WW) view of Harry whe he's introduced. Consider the
"Cinderella" aspect of the story, and you'll probably agree that a
person brought up in adversity has a far greater chance of being
untainted by the awe, distain, anger, fear, etc. that Harry has to
endure once he enters his own society. This way he's "just Harry"
who's had to face life pretty much on his own, and he's ready for
anything.
