Who else? If there was a spy at GH he would certainly refrain to 
advertise the fact. Yet the whole wizarding community knew about the 
rebounded AK, the scar and the boy-who-lived in a matter of hours. 
And did not know any other details. Dumbledore is the only one who 
had motive and opportunity to spread the carefully edited version of 
the story. We also know from canon what means he used. He knew that 
he could trust Hagrid with his life, but couldn't trust him to keep 
his mouth shut. So he banked on it.
