Pippin:
No. The tribunal had already considered Snape's case when Dumbledore
announced at Karkaroff's hearing that Snape had been cleared. Dumbledore
was simply reminding the court of a verdict they'd already reached, on
what evidence we do not know.
Snape says that Dumbledore kept him out of Azkaban, but there's no
reason to think that's the whole truth, since if there is independent
evidence that Snape changed sides during VWI, Snape will certainly
not be telling Bella of it.
