And what difference does it make? So he can harm Harry outside the 
house. And always could. Even during his first ten years wih the 
Dursleys Harry was allowed outside. He attended his school, he visited 
Mrs. Figg. He accopanied Petunia on her shopping tours. Etc. So much 
for the blood protection.
