Many people think JKR has confirmed that Aberforth is the current
barman, but actually she did her usual and refused to answer the
question directly. But she did say she was proud of the goat clue and
impressed that readers traced Aberforth to the bar. All of which still
works with the idea that Aberforth was the barman before but got
turned into a goat for refusing to give Voldemort his memory of the
prophecy scene.

Exactly. Which is why, if Aberforth was indeed incapacitated in some
way, Dumbledore would ask someone else to step in. And we have a Order
member that 'went missing without a body being found' right around the
time the prophecy was given. Caradoc Dearborn. It is possible the
Caradoc is the current barkeep at Hogshead and Mundungus doesn't need
a disguise to talk to him in the street. Mundungus only needs the
disguise to be in the bar...because the goat is still there and still
doesn't like him.
