Hermione clearly states in the HBP that the Ministry's entire stock of 
time turners was destroyed in the battle at the Ministry at the end of 
OOTP. Of course, I'm sure there are other time turners around, but as 
they are in private ownership, they may be harder for Harry to get a 
hold of one. My money is on the Locket.
