not a witch.

At which point she could change her mind, since she would still be a witch. 
Rejecting Hogwarts does not remove your magical powers or ability to do 
spells. You're just not well-trained. But Petunia's parents would have been 
approached regardless when Petunia was 11 if she were a witch. But JKR's 
quote does call her a Muggle, so it wasn't an issue.
