Peeves sometimes has the disturbed mind of a poltergeist yet his acts
are often physical rather than psychical. Psychical mayhem being what
defines a poltergeist. Sometimes though he floats and bursts out of
blackboards which is not physical -  except maybe at the quantum
level. So I have to accept that he is not a ghost but is an
ill-defined spirit. His language, however, suggests to me a person who
was once alive. He seems to know what being alive is about. 

My quibble with Peeves is only part of a broader niggle. And that is
the concept of death and afterlife in HP's world.
