It doesn't seem like they're powered by a human being suppressing heavy 
emotions in this universe. Though truth be told they're not necessarily in 
our own either; often enough poltergeists in our world were actually just 
kids playing tricks so I don't know if we can even say what they are in our 
universe, the explanation is kind of vague there too. Sometimes they're 
precursors to possession.  Peeves is the personification of the spirit of 
chaos, period. His origins are mysterious, but he was never alive as a 
human. He's always just been an entity, it seems.
