This makes the mos sense to me. You know the Dursleys wouldn't spend an 
extra penny on Harry's glasses. That he has to hold them together with 
scotch tape shows that the Dursleys can't even be bothered to arrange 
another free pair. 

Also, and I may be mistaken, but the glasses are both merely described 
as "round" - yes? Just because glasses are round does not mean they are 
identical. They do look alike in the films, but that isn't canon.
