Umbridge's ability to cast a Patronus threw me, too, when 
I first read about it.  But then I decided it must be the 
Talking Patronus (a different charm) that is the innately 
good magic unable to be interferred with by impure entities.  
Anyone with sufficient magical ability can learn to cast an 
ordinary mute Patronus.
