You have a good point here, however I think there may have been more
people in on the "Child Torture" and she would of had to do a lot more
Imperius curses in order to get away with such a thing. It may also be
possible that the MOM was doing check up on Hogwart's to make sure
that all their biddings were being done. Plus, it wasn't quite "the
war" yet and McGonnagle didn't want to start using unforgivables too
soon.
